 penningとはpen ペンで書くという動詞のing形ですね。

私がこのフランス人について語ったことは、単に興奮した、もしかすると一種の病的な知性の結果にすぎないのだ。

describe 描写する。descriptionで描写です。

 disease 病に冒される、という動詞です。名詞で病気、もあります。

But of the character of his remarks at the periods in question an example will best convey the idea.

 だが、こんなときの彼の言葉の調子については、例を挙げるのがいちばんよくわかるだろう。

 bestはこの場合副詞のような役割ですね。

convey　連れてくる、もたらす。例を挙げるのがこの考えを一番よくもたらすでしょう、のような直訳です。
